Procedure Steps  Description Required Documents
1 Obtain prescribed forms found on website: www.meramalawi.mw  
2 Fill in application form accompanied by the application fees, suffice to say that any other additional expenses incurred by the Authority in processing the licence are borne by the Applicant on prior communication to the Applicant.  
3 The application fee is currently K300, 000.00 for both lubricants and other liquid fuels and gases.  
4 The Applicant must furnish the following documents accompanying the application form:  
a  5 year project business plan stating comprehensively the company details and the requisite experience in in liquid fuels or gas.  
b 5 year proposed investment plan including funds flow statement, profit and loss balance sheet, implementation plan, human resource plan, market projections and financial or cash flow projections  
c Applicant’s certificate of incorporation or instrument of registration  
d memorandum and articles of association  
e Proof of acquisition of land from authorized planning authorities, certificate of compliance with the occupational Safety, Health and Welfare Act, a certificate of the environment impact assessment or management plan issued by Department of Environmental Affairs  
f A scale plan of storage of storage construction, approved building plans and storage tanks and deport equipment approved by MBS and or inspector of Factories  
g  Letter of reference or credit worthiness from a local commercial bank and a reputable international bank.  
5 Send application addressed to Malawi Energy Regulatory Authority (MERA)  
  Private Bag B496, Capital City, Lilongwe 3, Malawi.  
6 Alternatively deliver the application at the head offices (licencing section).  
7 The Application is received by the licensing office and upon receipt of an application, MERA acknowledges receipt  in writing to the applicant within thirty days from the date of receipt;  
8 The Licensing office submits the Application to the Energy Technical and licensing committee of MERA.  
9 The Technical and licensing Committee meets quarterly and when it meets, it assesses the application and recommends a decision to the MERA main board.  
10 The main MERA board meets two weeks after the Technical and Licensing committee meets and decides whether to issue the licence.  
11  MERA, upon making a decision on the application, communicates its decision to the applicant. The whole process is completed within 3 months.  
12 The means of communications include phone calls and emails according to the contacts entered on the application form.  
13 Importation licence is valid for 12 months.
